Built on over three decades of frontline, supervisory, and executive service in law enforcement. GLS delivers elite, actionable training that equips officers and aspiring leaders at every stage of their journey to rise and succeed with integrity, confidence, and vision. 

Founded by William C. Tolly, CLEE, MSCJ - Retired Deputy Chief of Police, former FOP President and Chaplain, academy instructor, college adjunct professor, and state-appointed subject matter expert - GLS was created to fill a very specific gap: the one I once stood in myself. 

When I began testing for promotion, I found myself overwhelmed by conflicting advice, generic prep guides, and the nagging fear that I simply wasn't doing enough. After navigating five written exams, four rigorous assessment centers, and more setback than I care to admit while on my way to sergeant, I learned this: preparation is not working harder - it's about working smarter, and with guidance. I know the exhaustion, frustration, and doubt that come with trying to find resources that actually prepare you to stand out. GLS is the roadmap I once longed for: practical, clear, and proven tools that accelerate your growth and position you to excel in the classroom, in the assessment center, and in command.

My role now is to walk alongside you, to help you sidestep the traps I fell into, and to prepare you to lead with honor on day one of your next rank.

With 33 years of progressive service as a Field Training Officer, SWAT Team Leader, Sergeant, Lieutenant, SWAT Commander, Detective Commander, Captain, and Deputy Chief - and now as an active member of an assessment center evaluation team - I understand both sides of the process. I've studied what it takes to succeed, lived it in some of the most demanding environments, and now sit on the assessor's side of the table, watching others navigate what I once endured. I know exactly what evaluators look for: not perfection, but authenticity, judgment, humility, and a leader's heart.

Through advanced study in Christian Ministry, church leadership, and graduate-level criminal justice, I've come to believe that true promotion isn't just about advancement - it's about purpose.

GLS is just getting started.

Exciting times are ahead. We're growing into a multi-faceted leadership hub - with tracks for chaplains, church security, women in leadership, and even health and wellness. A major family-centered servant leadership initiative will debut at our 2026 spring event. But for now, in this soft launch, our focus is on you - the officer, the supervisor, the leader, the servant ready to rise. We share the same mission: to make your success greater than you imagine possible.
